Naturally Occurring Retirement Community (NORC) Complaint

The Department for the Aging (DFTA) accepts complaints about social services provided in DFTA funded Naturally Occurring Retirement Communities (NORC). NORC programs provide older residents with on-site social services that help them successfully age in place.

Services may include: 

  • Case assistance
  • Case management
  • Health care assistance
  • Health care management

DFTA funds many NORCs in private buildings and New York City Housing Authority (NYCHA) developments.

"Naturally Occurring Retirement Community" (NORC) is a term used to describe neighborhoods or buildings that contain a high proportion of older adult residents.  

Such communities may have developed because long term residents have grown older or because many seniors have moved to a particular area.
